The state as an agent promoting development
Abstract
The intensification of the globalization phenomenon has imposed great challenges to the sovereignty of States. While commercial relations develop in a borderless environment, domestic regulations, in turn, limited to State sovereignty, have a scope restricted to the national territory. Considering the need for better protection of globalized commercial relations, through adherence to international regulatory bodies and agreements, the research analyzes, through the hypothetical-deductive method, the new role attributed to States, with the aim of recognizing them as agents promoting the development of their own people. The study is relevant because it substantiates the action of States, in the international sphere, as active and passive subjects of the right to development, which includes the need to increase international trade as a necessary element for achieving the goals, not only economic, but also social, that development demands.
